What is LOTO (lockout-tagout)

LOTO is a safety procedure that isolates hazardous energy sources prior to maintenance or repair work. The power source is lockout out using a lockout device or padlock and tagged. The worker then holds the key for the lock ensuring that only he or she can remove the lock or start the machine. This prevents accidental start-up while the worker is performing repairs or installation.

In America in 1989, OSHA Introduced standard 29 CFR1910.147 as the control of hazardous energy in order to establish lockout tagout compliance for general industries. LOTO is used as a safe working method for hazardous energy and is mandated by law in many countries.

Hazardous energy can take many forms including:

  • Electrical
  • Hydraulic

  • Mechanical
  • Thermal

  • Pneumatic
  • Potential

OSHA States that maintenance and service means:

  • Construction
  • Installing
  • Setting up

  • Adjusting
  • Inspecting
  • Modifying

  • Lubricating
  • Cleaning or releasing jams
